Brief description
                                Tillet Print, on black buckram printed from a wood-block and is part of a wrapping for an individual piece of cloth 24 yards by 31 ins (a long-ell) which was manufactured by Thomas Fox of Wellington.  The crest with lions & motto are that of the East India Company.  The East India Company lost its franchise in the early 1830s, the "Tillet Impression" must pre-date that.
